Residents call for improved traffic enforcement and more police after deadly hit-and-run shakes Hartford neighborhood

A gruesome, hit-and-run collision involving a car and a bicycle on Wethersfield Avenue in Hartford shortly after nightfall Thursday left the cyclist dead and a neighborhood so shaken, a team is reaching out to residents to offer counseling.
