Isaias regains hurricane strength before landfall in Carolinas; will bring damaging wind, driving rain to Connecticut on Tuesday

Hurricane-turned-Tropical Storm Isaias is expected to bring damaging winds, heavy rain and possible flooding to all of Connecticut and most of New England throughout Tuesday and into Wednesday morning.
