All of Connecticut under flash flood warning, tornado watches in effect for parts of the state as Ida slams the region

For the first time, the National Weather Service issued a flash flood emergency for Fairfield and New Haven counties Wednesday as the remnants of Hurricane Ida brought tornadoes, floods and record rain to the Northeast.
