At West Hartford’s Conard High School, the back-to-school message is optimism

Wednesday was back-to-school day for about 9,500 students in West Hartford, and Superintendent Tom Moore said they have a big step up: More than 90 percent of those eligible for COVID-19 vaccinations have at least the first shot.
